International Bureau for Human Rights and Rule of Law
was established in 1993 by a group of Kazakhstani human
rights activists and the board of Union of Councils,
a U.S. human rights NGO. Since then, the Bureau has
grown into one of the largest and most influential human
rights NGOs in Kazakhstan with six regional branches.
The Bureau has monitored the situation with human rights
not only in Kazakhstan, but also other Central Asian
countries, disseminating information about human rights
abuses worldwide. It conducts large-scale conferences
and round-tables on a wide variety of issues, including
those of death penalty, penitentiary system, refugees,
migrants and others. In May 2001, the Bureau, together
with the League, organized a briefing for experts of
the UN Committee Against Torture during its 26th
Session.
